ABOUT US

Interim Professional

Grabandt Management BV provides interim capacity and expertise for the management of infrastructure projects in civil engineering. These may include projects in road construction, light rail, railway construction, urban development, dike reinforcements (such as HWBP), as well as smaller projects like the construction or maintenance of weirs and lock complexes.

We have experience in all project phases, both on the client and contractor sides: planning, contracting, tendering, and execution. We are especially specialized in the IPM roles of Contract Manager and Technical Manager. Occasionally, we have also fulfilled the role of Project Control Manager.

With our people- and result-oriented approach, we are able not only to deliver technical quality but also to contribute to making the project team function as one cohesive unit. This is a key condition for the success of a project. In addition, we see it as a challenge to make a sustainable contribution to the development of organizations, by coaching permanent staff and providing courses and presentations.

Some Projects

Double-Layer Tunnel Maastricht

For many decades, the A2 motorway ran straight through Maastricht at ground level, dividing the city in two. This was, of course, an undesirable situation. Yet it took many years before the problem was actually addressed. Ultimately, this resulted in the construction of a unique double-layer tunnel. The roof of the tunnel will be developed as a park to reunite the two halves of the city. Hans Grabandt contributed during the tender phase, working on the winning design on the contractor’s side.

As part of the expansion and renovation of the Schiphol – Amsterdam – Almere corridor, the A9 Gaasperdammerweg was widened to 11 lanes. A highlight of the project is a 3 km land tunnel, designed to reduce noise, improve air quality, and reconnect neighborhoods previously divided by the motorway. Hans Grabandt was responsible for the contract preparation phase, including Systems Engineering, drafting of requirements specifications, and coordination of civil engineering disciplines. His expertise ensured a clear technical framework and smooth execution for this complex infrastructure upgrade.

A9 Gaasperdammerweg

As part of the expansion and renovation of the Schiphol – Amsterdam – Almere corridor, the A9 Gaasperdammerweg is being widened to 11 lanes. Between the rail crossing with the Amsterdam–Utrecht line and the bridge over the Gaasp, a 3 km land tunnel will be constructed. Hans Grabandt carried out the contract preparation, including Systems Engineering, drafting of requirements specifications, and coordination of the civil engineering disciplines.

Weirs and Locks

Weirs and locks are vital structures for water level management and have been in use in the Netherlands for centuries. What is new is that the replacement of multiple weirs and the renovation of locks are now being tendered under E&C and D&C contracts. With his extensive expertise in this field, Hans Grabandt took the lead in introducing these contract forms at Waterschap Hollandse Delta for this type of project.

Who is Hans Grabandt

Education

Hans studied geology and geophysics and graduated as an engineering geologist at RUU and TUD.

Career

After military service, he retrained in IT at Fokker, where he became an expert in logistics and financial information systems.

Following Fokker’s bankruptcy, he resumed his career in geotechnics, working for nearly 15 years as a geotechnical specialist on landmark projects such as the Betuweroute, the Amsterdam–Utrecht railway expansion, and the HSL.

In 2005, he shifted to project management to broaden his knowledge and experience. Since then, he has worked on major projects (Hanzelijn, A4, A9, etc.) and was one of the pioneers in introducing large UAV-GC contracts.

He developed into a senior Technical Manager and Contract Manager for major infrastructure.

Consultancy

Grabandt Management BV provides project consultancy to both clients and contractors. The major advantage of consultancy is that the organization’s own staff continue to do the work, guided by an experienced senior. This ensures the transfer of knowledge and experience.

We provide consultancy in, among other things, the following areas:

Selecting the most suitable contract type

D&C, DBFM, or perhaps a standard RAW specification? Developing feasible EMVI criteria (Economically Most Advantageous Tender). Increasingly, tenders are based on these criteria.

Developing feasible EMVI criteria

Defining the most promising tender strategy

Defining the most promising tender strategy. For candidates, it is crucial to follow this strategy from the very beginning to maximize their chances of scoring highly on EMVI criteria.

Drafting or reviewing contractual documents

Drafting or reviewing contractual documents required for tendering, such as the requirements specification (technical and process parts)

Advising on the IPM model

Advising on whether and how to implement the IPM model, fully or partially.

Designing project or tender organizations

Designing project or tender organizations in complex (matrix) structures, with clear guidance to keep projects manageable

System-Oriented Contract Management (SCB)

Advising on the implementation of System-Oriented Contract Management (SCB) during the execution phase.

Systems Engineering support

Technical or process support in Systems Engineering, such as preparing a Work Breakdown Structure, function and object trees, requirements specifications, etc.
